PGMA seeks approval of 11 urgent bills before Congress takes Christmas recess

President Gloria Macapagal-Arroyo identified 11 pending bills that include the 2008 National Budget and the Amnesty Proclamation as urgent priority measures during the Legislative-Executive Development Advisory Council (LEDAC) meeting in Malacanang today.

“Pinupulong natin ngayon ang LEDAC upang isulong ang mga napakahalagang panukalang batas sa Kongreso. Kabilang dito ang 2008 Budget na magpopondo sa mga serbisyo publiko at imprastrukturang matagal nang hinihiling ng mamamayan at negosyo. Ibig din nating maipasa bago magpahinga ang Kongreso sa a-beinte uno ng Disyembre ang Cheaper Medicines Bill na lalong makababawas sa presyo ng gamot at ang panukalang amyenda sa EPIRA (Electric Power Industry Reform Act) upang maibaba ang singil sa kuryente. Pag-uusapan din ngayon ang proklamasyon ng amnestiya sa mga rebeldeng komunista. Marami sa kanila ang ibig nang bumalik sa panig ng batas kaya nagproklama tayo ng amnestiya para sa mga susuko at kinakailangan ngayon ang pagsang-ayon ng Kongreso,” the President said in her opening statement.

At the 2nd LEDAC meeting convened for the 14th Congress and held at Malacanang’s Aguinaldo State Dining Room, the President concurred with the other members of the LEDAC and identified 11 pending bills as priority ones, topped by the 2008 National Budget bill which appropriates funds for the operation of the government from January to December 2008 and other purposes.

The 11 priority bills are as follows:

1. National Budget Bill–Appropriating funds for the operation of the government from January to December 2008, and for other purposes.

2. Amnesty Proclamation—This is the government’s latest step towards the attainment of peace and reconciliation in the country. Proclamation No. 1377 grants amnesty to members of the Communist Party of the Philippines (CPP), New People’s Army (NPA) and the National Democratic Front (NDF) and other communist rebel groups.

3. Agricultural Competitiveness Enhancement Fund (ACEF) Extension—Provides for the extension of the utilization period of the ACEF until 2015 to coincide with the expiration of the Agricultural and Fisheries Modernization Act (AFMA).

4. Creation of the Civil Aviation Authority—Provides for the creation of the Philippine Civil Aviation Authority, its powers and functions and organizational structure.

5. Establishment of the Personal Equity Retirement Account (PERA) –Aims to provide people with a savings plan for their retirement years. It encourages savings mobilization, promotes capital market development and generates investments.

6. Credit Information System–Provides for the creation of a Credit information Bureau which shall have the power to collect and disseminate credit-related information and maintain the credit history and track record of borrowers.

7. Amendments to EPIRA Law to allow more access and competition which proposes certain amendments to Republic Act No. 9236 (Electric Power Industry Reform Act) in order to achieve open access and allow more competition and choice to end-users including households consumers.

8. Amendments to the Customs Brokers Act – Prohibits corporations from engaging in the business of customs brokerage or from hiring the services of an in-house customs broker for purposes of accreditation by the Bureau of Customs and facilitation of customs brokerage activities.

9. University of the Philippines (UP) Charter amendments—Seeks, among others, to: a) create a University System Council; b) distribute functions of governance to the Board of Regents, the University President and other administrators and the University Council.

10. Cheaper Medicines Bill which will impose price regulation on medicines and amend certain provisions of R.A. 8290, otherwise known as the Intellectual Property Code of the Philippines.

11. Amendments to the Magna Carta for Small and Medium Scale Industry–The bill seeks to expand the coverage of the Magna Carta for Small Enterprises to include the micro-enterprise sector.

Personality

literally means to sound through which is derived from the Latin word- Per Sonare. It was first used as term to describe the sound that a musk actor projects. It is the sound and character that he portrays which is termed as his personality. 

Gordon Allport defines personality as a pattern of habits, attitudes, and traits that determine an individual’ s characteristic, behavior, and traits. He further describe personality as the dynamic organization within his characteristic behavior and thoughts.

 

The Encyclopedia International describes personality as the end result of the typical ways in which a person reacts: the product of his motivation, emotion, felling tones, style of thinking, and attitude. Personality is partly inborn, partly acquired. Such biological factors are the endocrine glands and nervous system are largely responsible for the inborn aspects. The acquired aspects are picked up chiefly from the people with whom we associate, either through imitation or through hostile reaction when we are thwarted.

 

Factors in Personality Development

 

A.) Inherited Predisposition: This means that we are only predisposed , through the heredity, to develop patterns of personality which are not set or fixed but which are only tendencies.

 

B.) Abilities: These too many may be inherited or acquired. One’ s intelligence , inherited through genes and honored by various experiences , makes one’ s abilities distinctively one’ s own.

 

C.) Family and home Environment: These plays a most vital role in personality development. One’ s early associations are in the home. As the individuals matures, the influence of the family group in emotional responses, beliefs, morals, social, interrelations, attractiveness, outlook, religion, ect.

 

D.) Culture: The set-up of families is shaped by culture. This is the mold to which the family consciously or unconsciously fit’s the personality of a child. It is transmitted through language , mores, traditions, beliefs, of groups or individuals. The culture of a place a as different as the people that comprises it.

 

Components of Personality

 

Personality

is more than charm, poise, and physical appearance. It includes habits, attitudes and all physical, mental, emotional, social, moral, and religious characteristics that an individual possesses. 

A.) Habit are reactions so often repeated as to become fixed characteristics or tendencies. Good habits result from choice and are acquired though effort.

 

B.) Attitudes are certain ways of viewing things gained from the environment, changes by the working of mind, and the imagination and somewhat influenced by the physical endowment, particularly by the emotions.

C.) Physical traits includes facial appearances, height, weight, physical defects, complexion, strength, and health.

 

D.) Mental Traits includes our ability to control the mind. Floyd Allport List the following mental abilities:

Problem solving ability

Memory and learning ability

Perceptual ability

Constructive imagination

Special imagination

Soundness of judgment

General adaptability

 

E.) Emotional traits gives an individual the capacity to face different situation in life, and still maintain his composure. He is said to have a stable personality.

 

F.) Social Traits gives an individual the ability to get along with others to be sociable and friendly.

 

G.) Moral and Religious Traits are the standard for a person’s action and behavior. His moral traits are manifested by his conduct. His religious traits guide his actions according to his beliefs.

 

 

 THEORIES OF PERSONALITY

 

In an attempt to explain the complex nature of personality structures, the following theories are developed to provide us with some explanation.

 

A.) Theory of body types (William Sheldon). This theory relates personality with bodily construction, health, and vigor. The types’ names are derived from the names of the cell layers of the embryo where different bodily tissues originate.

. The individual tends to be long, thin, and poorly developed. He is generally weak physically. Temperamentally, he is cerebra tonic. Such person are characterized by excessive restraint, inhibition, and avoidance of social contacts.. These refers to bones and muscles. This individual is strong, tough, and athletics. He is well built and proportionate. Temperamentally, he is somatotonic. Such persons are energetic. They like exercise and are direct in manners. They tend to be aggressive and self-assertive. . This means prominence of intestines and visceral organs, and fats are in proportion to height. Individuals under this type are classified temperamentally as viscerotonic. Such person seek comport, love, to find food, and eat too much. They are sociable and are greatly interested in seeking affection.B.) Theory based on body build and strength (Ernest Kretschmer). An individual may be classified under any of the following types.

 

Asthenic

A pyknic

Athletic

Dysplastic

 

type are those person who cant be classified among the three types above. type is between the asthenic and the pyknic type who are extremes in body build. The individual is strong and robust, and has the stamina for real hard work. He has a good body build which is wiry. He is a picture of good health and his personality is often the object of envy.person never walks but waddles like a duck or roll like a ball. type of individuals are those who are thin, tall, and emaciated. They lokk very sickly and weak. They want to be alone maybe because of frailty. They tend to cough or show signs of other physical illnesses.acalled “human ball”. because of their short statute and round solid body. C.) Psychological type theory. Carl Jung gives the following classification of individuals:

. An extrovert tends to be very sociable, well-dressed, and outgoing. His decisions and actions are determined primarily by objective relationships. His attention and interest are centered on the immediate environment, and he tends to lose himself among people.. This type of person tends to withdraw into himself in times of emotional stress or conflicts. His characteristics include shyness and preference to work alone.D.) Theory based on body chemistry, endocrine balance, and temperaments. Galen categorized individuals into Sanguine, Phlegmatic, Melancholic, and Choleric.

A Sanguine person is warm-hearted and pleasant. He looks alive and very optimistic.

The Plegmatic type is listless, slow, unexcitable and calm, attributed to phlegm. He is cautios and thinks twice before doing any thing.

A Melancholic person is one who suffers from depression and sadness because of having too much black bile. He is very pessimistic.

The Choleric person is easily angered or temperamental as influenced by his yellow bile. He is serious, easily provoked and aggressive when he fails.

 

E.) Theory of personality based on Birth Orders. ( Maxine Abrams, 1978) The advocate of this theory amidst controversy, stress that a growing personality traits is attributed to family rank. They say that whatever kind of personality you possess is one way or another influenced by the rank you occupy in the family.

The birth order influences grow out of interactions of the various relationships within a family, parents with parents, parents with children, and siblings with other, and these several relationship fraught as they may be with power plays and competitive struggle for supremacy, must all be taken into account.

The birth order and the common personality traits manifested are as follows:

. The only child is very dependent but may enjoy a high sense of self-esteem and optimism, reflecting the unchecked attention of the two adults who praise him as he grows. Other may have difficulties in interpersonal relationships as they are accustomed to having their way. They tend to take advantage of the others. Yet others have great charm and charisma. . They are very creative, charming, and playful, very popular, and often are spoiled. They are sometimes deprived because of constantly receiving hand me downs and financial leftovers. Some developed a low sense of responsibility, some especially those in large encouraging families become high achievers.. They talk the last. They are diplomatic and skillful in interpersonal relationship because of the interpersonal give-and-take they share with the older and the younger siblings. The middle of the three girls tend to be the hardest, because of an attempt to get parental attention especially from the father.. They can keep secrets than the other siblings. They are conscientious, task-oriented, and responsible , high achievers. They also resent sharing parental attention and may not be happier than the other siblings. Because of strong parental influence, they’re jealous of the latter-borns so they spend the rest of their live in a subconscious effort to regain the spotlight.F.) Psychoanalytic Theory. As mentioned earlier, Freud the founder of psychoanalysis, believed that personality has three structures: the id, ego, and superego.

 

The id can be thought of as a sort of storehouse of biologically based motives and instinctive reactions for satisfying motives. This instinctive drives are the sexual and destructive urges which are termed libido. The id-libido would satisfy fundamental motives as they arise, without regard to the realities of life or to morals of any kind.

The id however is usually controlled by he ego. This consist of elaborate ways of behaving and thinking that are learned to deal effectively with the world. It delays the satisfaction of motives , and it channels motives into socially acceptable outlets. The ego keeps a person working for living, getting alone with people, and generally adjusting to the realities of life.

The superego corresponds closely with “conscience”. It consist of restraints acquired in the course of personality development, on the activity of the super ego, and the id. It is a set of socially derived motives that affect, and sometimes conflicts with the first two personality structure. ( Hall and Gardner, 1986).

Miley Cyrus is about to show up all those spoiled brats on My Super Sweet 16. You know, the ones who think they’re cool for being flown to their party by helicopter or getting carried in like a princess by some hot dudes.

The Disney Channel star will celebrate her sweet 16 by shutting down Disneyland for a private party (wonder how much choice she had in selecting that venue).

“I only turn 16 once, so it’s going to be an awesome party with my favorite rides, hanging out with friends, fireworks and more,” she said in a statement. “I’ll even get to sing a couple songs.”

Poor girl’s even got to entertain at her own birthday party? Nothing’s sacred these days.

Now, we don’t want you to sit around anxiously wondering if you’re cool enough to get an invitation or if Miley’s totally going to snub you in front of all the cool kids, so we’re pleased to announce that she is kind enough to let you purchase an invite to her party. But it will seriously cost you…

It’ll cost you $250 to be exact. Our condolences to moms and dads everywhere who will be forced to pay up. Tickets go on sale Aug. 30 at 9 a.m. PDT. Have fun and please don’t hurt anyone in the mad rush.

Also, she will be honoring members of Youth Service America, so it’s not all about the money.

“The best part of the party is we’re going to recognize some really cool kids from Youth Service America who are giving back to their community,” she said. “That’s so awesome because I think it’s really important for kids like us to volunteer.”

As for presents, just bring a car but don’t even think about giving it to her before the party.

This muscular dude taking Miley and fam to church is 20-year-old Justin Gaston, and he’s the perfect example of how weirdly connected this crazy town of Hollywood is. Check it:

He was a contestant on this past season of Nashville hosted by Billy Ray Cyrus, he also just starred in Taylor Swift’s new music video “Love Story” and she’s like totally dating Joe Jonas who is brother to Nick, whom Miley calls her first love and is probably trying to make jealous by walking next to a hot piece. It’s a spiderweb of high school drama that’s pretty impossible not to get caught in.

That’s not all we know, either…

Mr. Handsome is also an underwear model (nice!) and is photographed here wearing a hoop earring in each ear (ew!).

She’s a tween queen, and he’s a former Nashville Star contestant and underwear model. But Miley Cyrus and Justin Gaston’s courtship is as humble as can be.

The two followed up Sunday’s church date with a visit to L.A.’s Century City mall Monday.

An E! News source says the happy couple got out at the valet stand on Santa Monica Boulevard and walked through the mall, “holding hands the whole time.”

And for a change, there weren’t any paparazzi—or parents—around. “There was nobody with them at all,” says the source. “They walked into Bloomingdale’s, not looking at anything specific, and chatted with a clerk in the makeup department.”

He’s God-fearin’ and shops for beauty products? Sounds like he fits right in to the Cyrus family circle.

The new guy? He’s not so new after all.

E! News has learned that Miley Cyrus and Justin Gaston have known each other for more than three months.

Gaston, 20, first encountered 15-year-old Cyrus in June, when they crossed paths in and around Nashville. Cyrus was in town filming Hannah Montana: The Movie, while her father, Billy Ray Cyrus, hosted Nashville Star, on which Gaston was a contestant.

“Castmembers from Hannah would come to the show all the time, like Melora Hardin, Vanessa Williams,” a Nashville Star set source tells E! News

While a source close to Miley Cyrus says the two are “definitely hanging out,” Gaston’s modeling rep says he and Cyrus are only pals.

“He and Miley are just friends. He’s currently single,” Allen Osborne tells E! News. “This isn’t the first time they’ve gone to church together, just the first time the media’s caught wind of it.”

Osborne is referring to photos that surfaced from a Cyrus family trip to church on Sunday, where Miley walked side by side with a tank-top clad Gaston.

Gaston, the rep informs us, lives in Los Angeles, despite reports that said he was only visiting, and just got back from shooting a print campaign for the Buckle, a national fashion retailer.

“[Justin's] living here to pursue his modeling, acting, and music career. While he has modeled underwear, he¹s not exclusively an underwear model and actually is in the current Armani Jeans campaign and has modeled for Guess, Kenneth Cole, Gianfranco Ferre, H&M, Lord & Taylor, and Diesel,” says Osborne.

Okay kids, no more slacking off. The first two High School Musicals were totally made-for-TV, but High School Musical 3: Senior Year is a real movie, in real theaters, on big screens and everything. That means stars Zac Efron, Vanessa Hudgens and Ashley Tisdale had to step up their game, according to the film’s director Kenny Ortega.

“They’ll say that I pushed them harder in what we laid out for them,” Ortega told E! News this week. “They really raised the bar on themselves. I think it’s the finest acting, definitely the best production and a great finale to the trilogy.”

Ortega also spilled that he’s tweaking the final print—but you’ll have to chase him around the world to see the first screening.

“I’m just a few weeks away from being finished,” he said, “I’m going to have the movie under my arm on [Sept.] 27th, traveling to Europe to show it for the first time.”

You coming? Otherwise, Senior Year opens for the rest of us Oct. 24.
